SAMI
FISHING
Sami
fishing is the oldest branch of Sami occupations with long
traditions in Sami culture.

Sami
fishing can be divided into;
1.
Sea fishing, and
2.
Inland fishing.

Sami
sea fishing is carried on only in
Norway
and Russia where there is a distinct Sami fishing culture.

inland fishing
Sami
inland fishing is carried on throughout the entire Sami area.
Fishing
rights
In
Sweden
and
Norway,
only Sami who keep reindeer have a statutory right to fish. This
means that Sami fishermen in Sweden
and
Norway
have no statutory Sami right to fish and have to apply for special
fishing licences.
Mountain
fish - Red fish and Salmon trout just catched in the mountain lake
Miekakjaure in Nothern Sweden. Red fish are one of the most
important fishes for fishing Samis business.
In
Finland
the situation is rather different. When the new Finnish Fishing Act
was adopted in 1983, it was established that the fishing rights of
the Sami population in the municipalities of Enare, Enonteki and
Utsjoki were uncleare. The 1983 Fishing Act is not valid in these
areas and the old Finnish Fishing Act should be applied. This means
that the inhabitants of these municipalities can obtain fishing
permits in order to fish for a livelihood on Government land.
Special salmon-fishing rules apply to Utsjoki
Municipality.
During 1970-1980 85 % of all fishermen in the
five northernmost communities in
Sweden
were Sami. Today there are very few Sami fishermen left in fulltime
fishing business.

Advisor to the Fund First Nation in USA, Vice president of
International Association of Indigenous Jurists (IAIJ) USA, Member
of Administrative board of Barents Council, and missions also for
national State authorities as for example Ministry of Foreign
Affairs, Ministry of Justice, Ministry of Agriculture, and have been
expert in several Swedish State commissions.
