The President Of The Parliament

      The President is the Parliament's principal representative. The President directs the work of the Parliament, presides over meetings of the Chamber and develops work procedure. He also represents the Parliament in Kurdistan and internationally. He is assisted by Vice President and secretary of the Parliament. An important task of the President is to put forward a proposal for the position of prime minister when a government resigns. In this respect, Kurdistan differs from other democracies, where the head of state normally has this responsibility. 

Kamal AbdulKarim Fu'ad

 He was born in 4/9/1932.

He obtained ph,D. in oriental studies 1970.

 

He worked as an instructor in Baghdad University, college of Arts1970-1971 .Then in Sulaimaniye University, college of Arts 1971-1974. In 1975 transferred to Germany and worked as a scientific researcher in (oriental manuscripts classification foundation) in Germany till February, 1991.

After uprising of the Kurdish people in 1991 he returned to Kurdistan, and was elected as a chairman of green bloc of Kurdistan Parliament1992-1996.Then as a deputy of the president of the ministerial council in sulaimaniye,1997-1998 .

From 4\10\2002 till now he is a rotational president of Kurdistan parliament.

ASSEMBLY FORMATIONS

 Presidium Body, comprising the President, Vice President and the Secretary of the Assembly.

 The Assembly, comprising (105) members.

 Standing Committees of the Assembly, and they are the following:

  • Committee on Legal Affairs.

  • Committee on Finance and Economy.

  • Committee on Internal Affairs.

  • Committee on Agriculture and Irrigation.

  • Committee on Education and Higher Education.

  • Committee on Health and Social Affairs.

  • Committee on Relations and Culture.

  • Committee on Awqaf(Endowment) Affairs.

  • Committee on Municipal, Transportation and Communication.

  • Committee on Industry, Energy and Minerals.

  • Committee on Peshmarga Affairs.

  • Committee on Human Rights.

  • Committee on labour and Reconstruction.

  • Committee on Women Rights Defence. 

 

The important principles adopted by the Parliament Legislation are:

1. Confidentiality and free choice in the voting process.

2. Equal right, for men and women, to voting or to nominate

3. Adopting the, regulation of relative representation, in the election
    on the bases of organizational lists

4. Prohibiting parliamentarians to combine their posts with other public posts

    In 19/05/92, during a unique national carnival, attended by various foreign observers
the parliament legislation came under performance. Where through a direct and
confidential voting system the first parliament became elected. the parliament
consisted of 105 members, representing various political parties and organizations
exist in Kurdistan.

THE MOST IMPORTANT PRINCIPLES REFERRED BY ELECTION LAW OF THE IKNA 

  • The principle of direct general, by secret ballot,

  • Equality between men and women in exercising the franchise and candidature rights,

  • Elections are based on the proportional system on the basis of party lists, stipulating the minimum 7% of total votes a threshold for the winning list,

  • It is not allowed to occupy a public post together with membership of the Assembly.

 

 

 

THE MOST PROMINENT ACHIEVEMENTS OF THE ASSEMBLY

 IKNA has held its first meeting following its establishment in 4/6/1992. Six years have passed since its foundation. Its first term was extended after the expiration of the originally agreed three years term, due to the internal fighting which prevented the holding of elections for a second term. Although it convened only twice during during the period 23/12/1994 to 15/9/1996, to extend its term of office, the Assembly has nonetheless succeeded both before and after that inactive period, in enacting inter alia, the following:

  • Pass the law of the Regional Council of Ministers, and laws in respect of (15) ministries, beside state ministries (Regional).

  • Pass the Declaration of Federal Union Decision between Kurdistan Region and Iraq in 4/10/1992, as an option for the legal relationship with the central government, and an interim exercise of the right of self determination. Though the decision is taken unilaterally, it is considered a unified stand of all the segments of the people of Kurdistan, and as a legal basis for any constitutional relationship with the government and state of Iraq.

  • Pass the Law of The Judiciary.

  • Pass the Law of Administrations of Municipalities, in which the Assembly approved the principle of the election of the heads of Municipalities and their councils.

  • Pass the Law of compensating the confiscated wealth of Peshmarga by the central government.

  • Pass the Law of publications.

  • Pass the Law of parties.

  • Pass the Law of the possession and carrying of arms.

  • Pass the Law of associations.

  • Pass the Law of honouring the martyr’s and the law of the Martyr Institution.

  • Pass the Law of Higher Education and Scientific Research, and establishment of Dohuk, and sulaimanya universities.

  • Hitherto, there are hundreds of Laws and Decisions that are enacted by the Parliament.

 

THE SESSIONS OF THE ASSEMBLY

The Assembly has two conventional sessions a year:

The first session covers the months  March - June.

The second session covers the months September - December.

The assembly is elected for a four-year term.
