Joint Statement
By
The Government of the Republic of Indonesia
And The Free Acheh Movement

 

Recognizing that progress has been made in previous understandings, but also recognizing the difficulties in implementing these understandings, the parties have agreed to the Points for Further Consultations set out in their 2-3 February 20002 meeting, and further agree:

- on the basis of the acceptance of the NAD Law as a starting point, as discussed on 2-3 February 2002, to a democratic all-inclusive dialogue involving all elements of Achehnese society that will be facilitated by HDC in Acheh. This progress will seek to review elements of the NAD Law through the expression of the views of the Achehnese people in a free and safe manner. This will lead to the election of a democratic government in Acheh, Indonesia.

- to enable this process to take both parties agree to work with all speed on an agreement on cessation of hostilities with an adequate mechanism for accountability of the parties to such an agreement. This will also provide the opportunity and environment for much needed socio-economic and humanitarian assistance to the people of Acheh.

Both parties agree to a process of periodic review of the implementation of these understandiangs.

Centre welcomes progress in Acheh talks

The Henry Dunant Centre, facilitators of the meeting between the Government of the Republic of Indonesia and the Free Acheh Movement, welcome the outcome of the talks, as represented in the Joint Statement.

Both parties worked hard to address key issues in order to make progress towards a peaceful solution to the conflict in Acheh, which has taken so many lives. The discussions were often difficult but both parties were motivated by a common desire to bring the conflict to a peaceful end and have agreed to continue meeting to reach this goal.

Next Steps

1. Both parties to socialize Joint Statement/Understanding, and to
promote the spirit of dialogue in public statements and actions.

2. HDC technical visit to Jakarta and Acheh to assess modalities forAll-Inclusive Dialogue, to provide for recommendations to next meeting of the parties.

3. HDC's Rupert Smith to visit Jakarta and Acheh to discuss modalities for a Cessation of Hostilities with commanders of armed forces, to provide for recommendations to next meeting of the parties.

4. Next-meeting of the Parties to take place in early/mid July to review recommendations on All-Inclusive Dialogue and Cessation of Hostilities.

Mengakui bahwa adanya kemajuan yang telah dicapai dalam kesepahaman-kesepahaman terdahulu, tapi juga mengakui kesulitan yang dialami dalam penerapan kesepahaman-kesepahaman tersebut, para pihak telah menyetujui Poin-poin untuk Konsultasi Lebih Lanjut yang dihasilkan dalam pertemuan 2-3 Februari 2002, dan selanjutnya menyetujui:

- berlandaskan pada penerimaan Undang-Undang NAD sebagai titik pangkal, sebagaimana telah dibahas pada 2-3 Februari 2002, all-inclusive dialogue yang demokratis dan melibatkan seluruh elemen masyarakat Acheh yang akan difasilitasi oleh HDC di Acheh. Proses ini akan meninjau kembali elemen-elemen dari Undang-undang NAD melalui penyampaian pendapat masyarakat Acheh secara bebas dan aman. Proses ini akan mengarah kepada pemilihan pemerintah yang demokratis di Acheh, Indonesia.


- supaya proses ini dapat berlangsung, kedua pihak setuju untuk membahas kesepakatan tentang penghentian permusuhan dalam waktu yang secepat-cepatnya dengan sebuah mekanisme yang tepat agar kedua pihak dapat mempertanggung-jawabkan kesepakatan itu. Hal ini juga akan membuka kesempatan dan ruang untuk bantuan kemanusiaan dan sosial-ekonomi yang sangat dibutuhkan oleh masyarakat Acheh.


Kedua pihak setuju untuk melakukan tinjauan berkala terhadap penerapan kesepahaman-kesepahaman ini.
