ItO 91 Mistral

The Finnish navy use the ItO 91 Mistral and Umkhonto-IR surface to air missiles on its vessels. The land based naval units uses the Mistral as a SAM, the Mistral is then placed on a MANPAD as can be seen on the picture below.
