The King’s Council of Bosnia & Hercegovina

The King’s Council has decreed that the attached constitution shall be adopted as the constitution of the Kingdom of Bosnia & Hercegovina for the following reasons :

1. The King’s Council believes that democracy is the most appropriate form of government but also believes firmly that true democracy must be based upon the rights of each individual person and that the present beliefs in the nation-state is untimely and injust due to its inherent differentiation of people of different origins, habits and customs.

2. The King’s Council further believes that democracy without personal freedom is no better than tyranny and thus underlines that true, efficient and independent instruments of state must exist which protect the rights of each person.

3. The King’s Council also believes that a constitution must serve as a source of pride of a state and that we of Bosnia & Hercegovina, aware of the un-broken tradition and independence of our country since immemorial times, must in our constitution reflect our unswerving resolve to survive as a people.

4. The King’s Council believes that a non-political monarch is most well fitted to serve these purposes. However, the monarch should be chosen by the people and should preferably not be elected before five years have passed in order not to encumber the process of creating a government befitting a modern state.

Having considered the insignia of state the King’s Council decrees as follows :

1. The attached coat-of-arms shall serve as the arms of State. The said arms pays homage to the various traditions of the Kingdom by reference to the lillies carried by numerous illustrious states of Europe and to the long tradition under Turkish rule.

2. The King’s Council decrees further that the attached Flag shall serve as the flag of State and regards the flag recently adopted by the republican government as an affront to the people of Bosnia & Hercegovina. A flag which in its design suggests that it would be but a part of a larger whole can only aim at a partition of the sovereign state of Bosnia & Hercegovina. The people of Bosnia & Hercegovina will at no time take pride in such a symbol of state.

and further makes known that the King’s Council is headed by his eminence Sadik Kauklija

The King’s Council;


Having observed the need for improved economic conditions in Bosnia & Hercegovina and taking the following factors into account the King’s Council has decided to create a Board of Economics :

Whereas, the King’s Council observes that the Bosnia & Hercegovina is in need of a liberal economic policy in order to create welfare among its inhabitants and
whereas, this welfare needs to be created both by improved public revenue and lesses taxes upon its inhabitants and companies incorporated within its borders and
whereas these measures are taken within the framework of the Constitution of the Kingdom

The King’s Council hereby makes the following rules public :

1. The King’s Council hereby creates a Board of Economics consisting of five persons appointed by the King’s Council.

2. The Board shall solely report to the King’s Council and shall work within the framework set herein

3. The aims of the King’s Council with the Board are to make use of the full economic potential of Bosnia & Hercegovina as a European, multi-cultural state.

(a) Our subjects must be given the best possible conditions for the reconstruction of their homes. There can be no tax on homes.
(b) It should be possible to present real estate as security for loans
(c) Our subjects must responsibly be encouraged to involve themselves in trade.
(d) Foreign investment must be permitted without other retrictions than those relating to business practices, labour protection and environment. Offshore Bosnian companies should be possible.
(e) The tax rates on business must be at a level which encourages business rather than encumbers it.

4. The Board shall present a programme for :

(a) Reduction of taxes on persons and companies in Bosnia & Hercegovina to a level beneficial to the inhabitants and their needs.
(b) Reformation of company law
(c) Introduction of hypothecarian securities
(d) Foreign investment in Bosnia & Hercegovina
(e) Adjustment of banking law to the aims of the King’s Council.

Having noted that Bosnia & Hercegovina must develop normal relations with other states and

Whereas, any and all relations are based upon recognition of statehood it lies in the interest of Bosnia & Hercegovina to be recognized as a sovereign state and likewise to recognize other members of the international community of states, and
whereas, Bosnia & Hercegovina shall recognize as sovereign states all those who conform to the criteria of statehood this welfare needs to be created both by improved public revenue and lesses taxes upon its inhabitants and companies incorporated within its borders and
whereas these measures are taken within the framework of the Constitution of the Kingdom

The King’s Council hereby makes the following rules public :

1. Each state which fullfills the criteria of a state under international law shall and will be recognized as such by the Kingdom irrespective of government.

2. The Kingdom will in its international relations seek to observe equal treatment of all.
